BREAKING NEWS: UPDATED GOVERNMENT OFFER RECEIVED 17 DECEMBER 2019
NOVEMBER 2019 OFFER
On Friday 29 November 2019, the Australian Nursing and Midwifery Federation Tasmanian Branch (ANMF) received an offer from the Tasmanian Government regarding the Nurses and Midwives (Tasmanian State Service) Agreement 2019. Unfortunately, this offer has not gone to address the concerns raised by the ANMF negotiating team during negotiations about the recruitment, retention and recognition of nurses and midwives in the Tasmanian Public Service. ANMF SUMMARY OF OFFER
Nurses and Midwives Specific:
Term of the Agreement
The offer is based on an agreement for a period of 3 years.
Wage Rise
The wage rise offered is in line with what has been offers to other public sector unions:
- 2.3% per annum with effect from the ffppcooa 1 December 2019
- 2.3% per annum with effect from the ffppcooa 1 December 2020
- 2.35% per annum with effect from the ffppcooa 1 December 2021
Meal Allowance
An increase in the distance a nurse or midwife needs to be from 16 kilometers from their place of work to 60 kilometers to their place of work.
Recall from Annual Leave
An employee will now not be able to be directed to return form annual leave, they will only be able to be requested to return. On the return to work an employee will receive overtime payment but no recrediting of leave will take place for the first day, every day after will see leave recredited.
Professional Development Allowance
There will be an increase in the professional development allowance of $100 dollar per annum. This will see Nurses and Midwives receive $750 dollars per annum (pro rata or part time)
Statutory Declarations for Personal Leave
Allow a statuary declaration to be used where it is not practical for a employee to provide a medical certificate or other acceptable documentation.
12 Hour Shifts and Meal Breaks
12 hours shifts will include two paid meal brakes of 20 minutes. Previously these breaks were unpaid.
Day Worker Overtime Rates
Day workers who undertake overtime performing duties that relate to surgical services will be paid double time for that overtime. Although this is a good step forward for Nurses working in the surgical services area. This does mean that other day workers who work in other areas do overtime to deliver clinical care will still be paid at time and a half for the overtime, causing ongoing inequities amongst groups of staff.
Whole of Service Provisions:
The following provisions will be extended to nurses form the Public Sector Wages Agreement
Leave
Re-credit Recreation Leave and Parental Leave where compassionate or bereavement conditions apply, from date of Agreement.
Superannuation
Employer superannuation contributions will be paid during unpaid Parental Leave in first 12 months with effect from the first full pay period commencing on or after the increase in salaries is agreed.
Employer superannuation contributions will be paid for employees on workers compensation with effect from the first full pay period commencing on or after the increase in salaries is agreed.
Family Friendly
Paid Parental Leave to increase from 14 to 16 weeks for employees commencing paid parental leave on or after the first full pay period commencing on or after the increase in salaries is agreed.
Paid Partner Leave (after birth of baby/adoption) to increase from 1 to 3 weeks for employees commencing paid partner leave on or after the first full pay period commencing on or after the increase in salaries is agreed.
Salary Sacrifice for Metro Card
Amend Clause 8 of the Public Sector Union Wages Agreement to include Metro Green Card as part of the salary sacrifice arrangements.
Caseload Midwifery
Caseload midwifery has been given an offer as part of the overarching offer that includes:
- The loading in lieu of shift penalties will be increased for team leaders to 25%.
- The current Agreement will be amended to provide clarity regarding entitlements for a meal break and, where a birth is imminent, for a midwife to elect to work excess hours.
MASS MEMBER MEETINGS
The ANMF will be holding mass meetings for all members, including caseload midwifery members, who are included in this offer. At these meetings we will discuss the offer and seek a resolution on the best way forward from here. Due to the timeframes we will be looking to bring some previously promoted mass member meetings forward, these include the Royal Hobart Hospital and Launceston General Hospital. All dates are listed below.
