Public Sector Updates – South

Midlands Multi-Purpose Centre

The ANMF will be visiting members at the Midlands Multi-Purpose Centre in Oatlands today, Thursday 15 October to discuss the recent member survey and concerns about the roster. Keep an eye out for an email from us outlining discussion points and action items, we hope to see you there.

Mental Health Updates

Mental Health Inpatient Unit (MHIU) – K2W and K3W

The ANMF met with members on 9 October 2020. This meeting was called following the recent application and subsequent listing in the Tasmanian Industrial Commission (TIC) on October 20 2020 relating to the removal of CCTV in the Mental Health Inpatient Unit – High Dependency Unit patient rooms. Unfortunately, many members were unable to attend due the onsite meeting due to their workload on the day.

Mental Health Services at Mistral Place, Roy Fagan Centre (RFC), Millbrook Rise Centre (MRC) and Tolosa Street

The ANMF met with Mental Health Services management, Vicki Polanowski (Acting Group Director) and John Stanfield (Human Resources) on Thursday 8 October 2020. This was following a matter raised to management about the addition of a 12-hour shift clause in the Nurses and Midwives (Tasmanian State Service) Award that includes paid meal breaks for 12-hour shift workers.

It was agreed that, as per the Award a separate Agreement must be drafted (and registered with the Commission as a section 55 Agreement) to formalise arrangements around shift patterns, including breaks. Further discussions will need to be had between unions, management and affected sites. It is anticipated that these meetings will be set up in the coming weeks. Adult Community Mental Health Service (ACMHS)

The ANMF met with members from Hobart/Southern District, Glenorchy/Northern District and Clarence/Eastern District on 1 October 2020, regarding the latest Operational Service Model (OSM) for the Continuing Care Team (CCT) – one component of the body of work currently being completed as part of the Tasmanian Mental Health Reform Project (TMHRP). Feedback has been provided to the Team Leaders of these sites and a summary has been sent via email to members.

The ANMF met again with the Clarence/Eastern District on 2 October 2020 to discuss concerns in relation to policies. A summary has been sent directly to members.

Following these two meetings, and as part of an ongoing discussion with Mental Health Services management and an unresolved workload matter, a workload grievance was formally raised on Monday 5 October 2020. Royal Hobart Hospital

Emergency Department

The ANMF wrote to Tasmanian Health Service management on behalf of members working in the Royal Hobart Hospital Emergency Department on 7 October. This communication outlined the major points of concern, as articulated at the 23 September member meeting where a Step One Grievance was raised. A response is expected by 20 October. On receipt of this, the ANMF will update members via email before setting a time for a follow-up meeting.

Main Theatres

On 8 October, the ANMF conducted a stop work meeting with members at the Royal Hobart Hospital Main Theatres. This was well attended with members and ANMF officials discussing the response received from the Tasmanian Health Service on 7 October 2020. Ultimately, members voted in favour of raising all ongoing issues as a Step One Grievance. A letter is being drafted to notify Tasmanian Health Service management of this. The ANMF will meet with members once a response has been received.

Neonatal and Paediatric Intensive Care Unit (NPICU)

The ANMF conducted a meeting with members in the Royal Hobart Hospital Neonatal and Paediatric Intensive Care Unit on Tuesday 6 October, to discuss ongoing concerns regarding staffing, rostering, infrastructure, and the impending move from 3D to K8 East. This meeting was well attended and generated lively discussion. Members identified several common themes for the ANMF to follow-up. The ANMF met with ward management Friday 9 October, to discuss these matters and outline actions. The ANMF will seek to re-convene with members once further outcomes have been identified.

General Surgical Unit – K9 West

The ANMF met with members in Royal Hobart Hospital General Surgical Unit K9 West on 5 October, to discuss outcomes from the recently completed Step 2 Grievance Specialist Panel. The position of the Tasmanian Health Service at the conclusion of this forum remained that whilst supportive of the sixth night-shift nurse position, this would only be entertained within the constraints of the existing NHpPD hours. Practically, this would mean reducing the number of staff on either the morning or afternoon shift in order to provide the additional numbers on nights. This notion was put to a vote, which was summarily rejected. As a result, members have elected to advance this case via the Tasmanian Industrial Commission (TIC). The ANMF will lodge an application and will remain in contact with members throughout this process.

Intensive Care Unit (ICU)

The ANMF conducted a meeting with members in the Royal Hobart Hospital Intensive Care Unit on 29 September. This meeting served to identify several common themes by way of workload/staffing concerns. The ANMF have resolved to follow these up.
