Royal Hobart Hospital

Emergency Department

On Friday 23 October, the ANMF received a response from Tasmanian Health Service management to the Step One Grievance letter lodged on 7 October. This response will be circulated to members via email soon and a follow-up meeting with members will be scheduled to take feedback and discuss potential further actions. The ANMF will advise members via email once a date and time for this meeting has been arranged.

Ward 2D – Cardiology Unit

We are in the process of finalising details with Tasmanian Health Service management to conduct a meeting with members to follow up on the response to the Step One Grievance letter received on 14 October. Members will be advised of the date and time for this meeting once it has been finalised.

Ward K9W – General Surgical Unit

The ANMF conducted a meeting with members on Monday 26 October, to discuss the process associated with the ongoing grievance regarding the addition of a sixth night shift nurse. This meeting was well attended and generated rigorous discussion. If any members wish to raise questions or provide additional feedback on this matter, they are encouraged to contact the ANMF Member Support Team.

Midlands Multi-Purpose Centre

The ANMF met with management and members on Thursday 15 October, to discuss the recent member survey and concerns about the roster. Management made assurances that the ongoing problems, including breaches of the Award regarding the roster, will be fixed. We have contacted Human Resources (HR) to monitor progress with this and to conduct a new nomination process for Work Health and Safety Representatives renewal. Keep an eye out for more information on another meeting to be held in mid-November.

Mental Health Updates

Adult Community Mental Health Service (ACMHS)

The ANMF met with members from Hobart/Southern District, Glenorchy/ Northern District and Clarence/Eastern District on 1 October, regarding the latest Operational Service Model (OSM) for the Continuing Care Team (CCT) – one component of the body of work currently being completed as part of the Tasmanian Mental Health Reform Project (TMHRP). Feedback has been provided to the Team Leaders of these sites and a summary has been sent via email to members.

Following these two meetings and as part of an ongoing discussion with Mental Health Services management and an unresolved workload matter, a Workload Grievance was formally raised on Monday 5 October. A response was received on Friday 9 October. A member’s meeting was held on Friday 23 October, and members endorsed a move to continue the Grievance as unresolved. A Step 2 Workload Grievance will be raised this week on behalf of members. Further details will be provided via email as information becomes available.

Mental Health Inpatient Unit (MHIU)

The ANMF represented members in the Tasmanian Industrial Commission on Tuesday 20 October, following a recent application and subsequent listing in the Tasmanian Industrial Commission in relation to ‘Consultation of Change’ around the removal of CCTV in the Mental Health Inpatient Unit – High Dependency Unit (HDU) patient’s bedrooms. President Barclay advised Mental Health Service, Mental Health Inpatient Unit to send out a change proposal and begin the consultation process. ANMF will meet with members to discuss the change proposal once this has been received.

Psychiatric Emergency Nurses (PENs)

The ANMF have been working to keep Psychiatric Emergency Nurses (PENs) in the Emergency Department since the Mental Health Short Stay Unit (MHSSU) was proposed in January 2020. The ANMF have been working closely with our members to ensure their concerns have been accurately and strongly represented and in May 2020, the matter was referred to the Tasmanian Industrial Commission.

The three major outcomes from this first hearing were that status quo would remain while consultation was still underway, PENs would retain their Statements of Duties (SoD), and there would be a trial of the MHSSU to ensure ongoing consultation would occur once the unit has opened with the opportunity to provide feedback at regular intervals. At this stage members, ANMF and Mental Health Services management, in conjunction with Human Resources (HR), have worked through three different versions of the MHSSU Trial Parameters.

To date there is still no definitive agreement on all trial parameters and as such the matter has now been returned to the Tasmanian Industrial Commission. The conference was scheduled for Monday 19 October  but upon receiving some advice from the Department around staffing changes, ANMF requested an adjournment to consult with members. The conference will now take place on Tuesday 3 November 2020.
