Royal Hobart Hospital

Ward 9A – Inpatient Oncology

The ANMF conducted a member meeting in Ward 9A, Inpatient Oncology on 5 November 2020, to review the Tasmanian Health Service response to the Step 1 Grievance. As the result of ensuing discussions, it was resolved amongst those present that this matter be escalated to a Step 2 Grievance. The ANMF will again write to advise the Tasmanian Health Service of this development. We will advise members via email once the first Specialist Panel meeting has been arranged.

Ward 2D – Cardiology

The ANMF conducted a member meeting on Ward 2D, Cardiology on 2 November 2020, to review the Tasmanian Health Service response to the Step 1 Grievance. Discussions during this meeting were robust and the ANMF has committed to following up this meeting by reaching out to several members who were unable to attend for additional feedback. The ANMF will relay outcomes from this via email.

Main Theatres

The ANMF lodged a Step 1 Grievance letter with Tasmanian Health Service management regarding ongoing concerns within Main Theatres on 2 November 2020. A response to this letter is expected by the close of business Wednesday 18 November. The ANMF will relay the outcome of this letter to members via email once received.

Diabetes Education Centre

The ANMF lodged a response to the Change Proposal on behalf of members within the Diabetes Education Centre at the Royal Hobart Hospital on 5 November 2020. We wish to thank all members for their engagement in the process and active contribution across multiple members meetings on this matter.

Ward K9W – General Surgical Unit

The ANMF attended the Tasmanian Industrial Commission on 11 November 2020 to represent members with regard to the ongoing unresolved Workload Grievance first raised on 17 June 2020. We will advise members of the outcomes of this proceeding via email and/or member meeting.

Adult Community Mental Health Service (ACMHS)

Reform

The ANMF will be meeting with members over the coming weeks to discuss the Tasmanian Mental Health Reform Project (TMHRP) and recently distributed Operational Service Models and Change Proposals. These relate to the New Acute Care Stream (ACS), Continuing Care Stream (CCS) and Mental Health Helpline. Members are welcome to send their feedback in writing directly to ANMF Organiser Jenna Bowling jenna.bowling@anmftas.org.au and/or attend a meeting. Meeting details will become available once dates and times have been locked in, please keep an eye out for an email from us with further details.

Workload Grievance

A Step 2 Workload Grievance was recently raised for all three Southern Tasmanian districts of Adult Community Mental Health Service (ACMHS). Details have been provided to members via an email, click here to read the latest update. At the time of writing, the ANMF are awaiting confirmation of a meeting date and time for a Step 2 Panel meeting.

Mental Health Inpatient Unit (MHIU)

The ANMF met with members on 9 October 2020. The ANMF represented members in the Tasmanian Industrial Commission (TIC) on Tuesday 20 October 2020; a recent application and subsequent listing in the Tasmanian Industrial Commission (TIC) in relation to ‘Consultation of Change’ around the removal of CCTV in the Mental Health Inpatient Unit – High Dependency Unit (HDU) patient’s bedrooms.

The outcome was successful and resulted in President Barclay ordering Mental Health Service, Mental Health Inpatient Unit to turn cameras back on, on Monday 26 October 2020, and send out a change proposal to all affected staff and begin the consultation process.

On Monday 26 October 2020, the ANMF were advised that the cameras could not be turned back on and a further Tasmanian Industrial Commission conference was schedule and attended by ANMF on Tuesday 27 October. Details of the outcome of this conference can be read here. The ANMF will meet with members soon to discuss outcomes.

The change proposal was sent out on 5 November 2020, and the ANMF met with members again on Friday 6 November 2020. The ANMF will be attending a further TIC report back on Wednesday 18 November and Mental Health Services information sessions for CCTV removal on Thursday 12 November and Friday 13 November 2020. A member’s meeting has also been arranged for today, Thursday 12 November 2020. If you have any questions about the above, please get in touch with our Member Support Team.

Psychiatric Emergency Nurses (PEN)

The ANMF have been working on the case to keep Psychiatric Emergency Nurses (PEN) in the Emergency Department since the Mental Health Short Stay Unit (MHSSU) was proposed in January 2020. The ANMF have been working closely with our members to ensure their concerns have been accurately and strongly represented and in May 2020 the matter was referred to the Tasmanian Industrial Commission (TIC). To date there is no definitive agreement on all MHSSU trial parameters and as such the matter has recently been returned to the TIC. On Tuesday 3 November 2020, the ANMF attended the TIC with an ANMF Workplace Representative from PEN. An email will be sent to members of Mental Health Services sites affected by changes to PEN.

Meal Break Payment Update

At the time of writing, the ANMF continue to await an outcome of meetings being held internally by Mental Health Services senior management in relation to the outcome determined at a meeting held with ANMF/HACSU on 8 October 2020 regarding 12-hour shifts and meal break payment as per the Nurses and Midwives (Tasmanian State Service) Award. ANMF will continue to lead movement on this matter until it is resolved.
