Public Sector Survey

The ANMF is seeking your input to better understand the ongoing impact of vacancies and short staffing across Tasmania’s healthcare settings. 

The Tasmanian Health Service (THS) has advised that vacancy levels across our major hospitals have improved. But we want to know — is this your reality on the ground? Or are you still experiencing unsafe workloads, unsustainable pressure, or gaps in your team? 

The THS has reported the following vacancy figures (not including Mental Health, ORS, or WACS):  

  • Royal Hobart Hospital (main hospital only): 160.7 FTE 
  • Launceston General Hospital: 92.35 FTE 
  • Mersey Community Hospital (Rehab, ED, Medical): 1.8 FTE 
  • North West Regional Hospital: 32.17 FTE. 

The ANMF has requested the next tranche of vacancy data for Mental Health, ORS and WACS. In the meantime, we need your help to verify what’s really happening in your ward, unit or service. 

This survey is designed to give us real-time information that can:  

  • Support our case in the Tasmanian Industrial Commission (TIC). 
  • Help narrow the issues into tangible, winnable solutions. 
  • Strengthen our position as we potentially head into a state election. 

 Your input will directly shape our advocacy for safer, more sustainable workloads. Please take a few minutes to share your experience here.

Public Sector Statewide Dispute Update

Occupational Violence & Aggression

A change proposal was released on Thursday 5 June 2025, the proposed changes will see change in manager and reporting lines, possible relocation of office location, a transition to a statewide occupational violence and aggression model of training, potential Statement of duty (SoD) changes. 

The ANMF responded requesting additional information be provided regarding any future changes to SoD or potential office relocations. 

The consultation period has now been extended until Thursday 26 June 2025, if you have any further feedback, please contact ANMF Northern Organiser Kristy Free via email: Kristy.Free@anmftas.org.au. 

Banking of Hours

The ANMF continues to hear concerns from members that have been advised they can only access Time off in Lieu (TOIL) at a time for time basis and that it must be used within 30 days. Under the Nurses and Midwives (Tasmanian State Service) Award TOIL is referred to Banking of Hours and the award provides for the following: 

  • Hours are to be banked at the applicable penalty / overtime rate (e.g. 1 hour on a public holiday = 2.5 hours banked). 
  • Banked hours must be used within 12 months of accrual. 

If Tasmanian Health Service (THS) offers TOIL/Banking of Hours, it must be under the above conditions. Members that continue to experience issues are encouraged to contact the ANMF.
